How is this different from the rotate button in a PDF viewer?

This tool writes the rotation into the file permanently, so it looks the same in every app. A viewer's rotate button usually only changes the view temporarily and isn't saved.

Does rotating reduce the quality of my PDF?

No. Rotation only changes page orientation, so the text, images, and resolution stay exactly the same.

Can I rotate only some pages instead of all of them?

This tool rotates every page in the file by the same angle. To turn specific pages individually, use a page-organizer or editing tool instead.
